For as long as I can remember, enemies of the Empire have been saying that they will be the ones to destroy PIE.
The list of these enemies who have lined up to destroy us is almost endless.
And yet, many of their names are now forgotten, their achievements reduced to dust, whilst PIE continues.
Naqam will be no different to those who have gone before them.

You do realise that Heretic Army is, and was from the start, all about pillaging, burning and destroying the Amarrian Empire? Heretic Army didn't simply join up with Bloodveil. MirrorGod actually pledged allegiance to them.
Furthermore, he appears to have made policy u-turns in unison with Bloodveil. That points to a relationship far closer than one created out of simple utility.
You may say that Heretic Army never followed Blooder dogma, but history says otherwise.

Although that would raise the question of why supposed supporters of the Republic would fly alongside a group dedicated to turning the Minmatars into mindless automatons.

You complain about the stigma?
I recall the Empire offering Sansha's Nation an opportunity to remove that stigma a few years ago when Emperor Doriam II (may he rest in peace) sent an emissary to meet with senior representatives of your petty little pseudo-utopia.
The result?
The Sansha's delegation destroyed the vessel carrying the emissary at the first opportunity.
If there's a stigma attached to the Sansha's Nation, it's entirely of their own making.
